How to synchronize sound, video and subtitle in VLC player

1) Go to Tools > Track Synchronization

On the screen you can change and configure

You can change "Advance of audio over video", "Advance of subtitles over video" in seconds, as well as "Speed of the subtitles" in fps (frames per second)

Maybe you'll need to play a little with the settings for the best result.

Note that you don't need to reload movie or subtitle for changes to take affect. Also, once configured the changes are valid only while VLC instance is running. After closing the program changes will dissapear and it is not necessary to reset them for playing some other movie.
